California Residents Hit With Government Ban On Paying By Cash

District officials want to find out who “uncommonly antagonistic” individuals are by tracing requests for public records, while federal government paints cash users as potential terrorists

Residents of Discovery Bay, California will be the first in the country to be officially denied the right to use cash to pay for public services, in a move that echoes the Department of Homeland Security’s drive to depict those who use physical money as potential terrorists.

As reported by the Contra Costa Times recently, from May onwards, residents will no long be allowed to pay water bills or purchase park permits after the Discovery Bay Community Services District board voted to ban cash transactions for all services.

Anyone paying for such public services must do so with a credit/debit card, a check or money order.

The declaration on all US money bills that “This note is legal tender for all debts, public and private” will no longer apply in Discovery Bay when it comes to paying the government.

One former director on the District Board told the Times that he believes the move has come in response to a small amount of anonymous requests for copies of public records, which were then paid for in cash, a perfectly legal right.

Residents of the town have been described as “uncommonly antagonistic toward local government”, and former director David Piepho believes some are attempting to use public records “to be like snipers and take shots.”

He believes that by banning cash payments, the local government will be able to identify who these individuals are or prevent them from requesting further public information.

However, district representatives have denied those claims, instead suggesting that the ban is being put in place because handling cash puts city officials under threat from potential thieves.

The ruling sets a dangerous precedent, not only in that it effectively limits access to public records, but also particularly in light of the fact that the federal government is pushing an agenda to identify those who exclusively use cash to pay for things and do not own credit cards as suspicious and potential terrorists.

As part of the Commercial Facilities Sector Training and Resources, the following PSA video titled DHS Video No Reservations – Extension of “See Something, Say Something” program was recently released by Department of Homeland Security (DHS).

The video suggests that “Terrorists and criminals do their best to cover their tracks. This may include paying by cash.” The hotel receptionist acts baffled and dumbfounded when a guest asks to pay in cash and says he does not use credit cards. Like a dutiful tattle tale she alerts her manager, concluding “I guess it’s not a problem, it’s just… WEIRD.” The narrator of the video then confirms “This is suspicious behaviour”.

Of course, what really is “WEIRD” is the fact that we’re expected to believe that US citizens will find it perfectly normal being asked to report on each other for a government that wishes your every purchase to be electronically traceable on the off chance that you might be an enemy of the state.

Forgetting for one moment that what Discovery Bay is doing in outright violation of federal law, I would think any town has a right to request people looking at records to “sign in” or show some identification or whatever so that any tampering with records could at least be followed up ……. and if someone wishes to view some records without an I.D., they would need to be supervised; whatever, but refusing cash is absurd. Now, if someone came in and wanted to pay in gold or silver, those town officials would also be in direct conflict with the Constitution, although I don’t know who would be foolish enough to pay a bill on the face value of a silver dollar.

Few if any government employees steal cash. It’s so much easier to misuse a government issued credit card, government car and gas card or walking out with laptops. Just another lie.

But what I am not getting from this article is what does anyone care if they are getting cash? What would anyone do with a FOI Act request wanting to see cash being taken in? Can’t you ask for all funds they have received?

Yes, THEY care. When you pay by any given card, you do leave a trace, foot print. Big brother can fallow your steps everywhere, where they don’t have camera instaled. Absolute control of population is the goal.

I think many of us here are aware of these things. My only point was to state the FOI requests shouldn’t go away because people are using other means of payment. This story is missing some important information.

Thieves as in “stick up.” Not their employees stealing cash. Regardless it’s just a BS excuse. Any time you ask for a public record they want to see ID and they go and photo copy it, so I don’t see that as much of an excuse either. I really think they just see cash as hassle plus they want you to leave a trail bread crumbs.

No one pays the bill without getting a receipt. If you cannot trust the employees then you shouldn’t have hired them. Should we not have any cash in the banks too for a possible robbery. This is most definitely the beginning of something very bad. CA is the testing ground it seems. Not only does a card leave tracks it can also be cut off. The paper money value is no different than the plastic kind. Sometimes it is hard to understand why this shadow government is so inhumane. As if Satan is indeed pulling the strings of puppets.

I’m about 10 years younger than you. I had (2) draft numbers, due to a spelling error, and was never called. I grew up in a community that was soooooooo Liberal it would make you puke. There was nothing but drug addicts and scam artists as far as the eye can see.

I have the utmost respect for those who served. And yet, I understand why so many people object to US global involvements, I still trust the military more than any local City Council. 7.62×39 cartridge is a large bullet with a short powder charge and at 400 yards it would
be one tired ass bullet. Of the 50 million AKs made, most were made of cheap materials
and loose tollerences. Cheap ammo with steal bullets have made most of the barrels worn out years ahead of there expected life.

7.62×51 or 308 win. velocity at about 2910 feet per second coming out of a full 19 inch or longer barrel will shoot 400 yards and beyond in the hands of a medium shooter.

Somthing stamped out with a cookie cutter and sold in Iraq For $4.00 to $65.00 is not usually considered quality. Guns made in poor countries for poor armies and became famous only because so many were manufactured. And again because they were cheap as hell does not make them a high quality weapon. The AK holds the record for shooting the most people because it has been around the longest and they count shooting muslim women with their Burkas on in the head as part of their cowardly body count.

7.6x39mm AP round would have no trouble passing though 3A body armor and whoever was wearing it at 400 yards. I couldn’t agree more about 7.62 NATO, though it’s a little overpowered for an assault cartridge which is what I think the average citizen should concern them selves with.

A trip through the ballistics in a sniper classroom will give the real time data on
different cartridges.
7.62×39 muzzle velocity of aprox. 2245 feet per second has a max range of 480 yards, but only 300 yards effective range. At 300 yards the velocity slows to 987 feet
per second.
By the way, at 300 yds, aim at the head for a chest shot. The drop of the bullet is 23″. Shooting past 300 yds with an AK is not recommended. The drop at 400 yds is 61″. Remember past 200 yds the wind will become a MAJOR problem aside from the bullet’s trajectory. I love my H&K 91. A little bulky (combat sling is essential for carrying any length of time), but extremely accurate. Targets at 500clicks with iron sights. Yep.

7.62×51 0r 308 win. does it all and does it at 800 yards as well.
I used the M-14 rifle and the M-16 in Vietnam. Trained with both. Both have there good points, but if I had to chose only one weapon to fight a war, it would be the
M-14, which is very close to the H&K 91. Some weapons look scary and some weapons are scary; The H&K 91 is both.

The denial is ridiculous. I know Discovery bay… a relative used to live there. It is a hoity-toity community built on the Sacramento River Delta where nearly every house has a dock, and nearly everyone has a boat or yacht. There is direct access to the delta, for loads of fishing and water skiing. If one knows the way through the maze of channels in the Delta, there is access to the Sac. River and out to the ocean.

This is a SMALL but rich community separated by 10′s of miles from other communities. There are 2 entrances/exits to the primary development. Any police alert and they could seal the place off in minutes, if not seconds – leaving escape only by water. I doubt there are any serious thieves to worry about other than petty kid stuff.

I know many people who do not have credit cards or for that matter bank accounts and this is not by choice – no one will give them credit and for much the same reason the banks will not allow them to have a bank account. That means that since I’m unemployed without a bank account I have to get a $1 or more Money Order for everything government related.

That means that the BANKS are getting their hands on even more money because every time you use a credit/debit card or purchase a money order the BANKS get something.

It looks like it is just Monopoly Money after all – worthless!
